Every dollar that funds post-secondary education comes from somewhere. The real question is how those costs are divided between governments, institutions, and students, and what happens when that balance changes. 

The way higher education is funded influences more than the price students pay. It can affect who is able to access post-secondary education, the resources available to support learning, and the role education plays in building a skilled workforce and stronger communities.
